By default, files uploaded into Help threads are visible to Support staff and Moderators only. They have the option to change the visibility so that everyone can access the upload.
Generally speaking this is a good thing because a file attachment could include some sensitive data. But I appreciate that it's a bit annoying in the case of an image that other forum members might want to view.
We still need the file attachments to be vetted by a mod or support person so all I can suggest for now is that you ask an appropriate person to change the permissions for a file on a case by case basis.

Thanks Chris for getting to us so fast. I dont understand though, shouldn't images be visible to all registered users? I don't see the harm in images :S

There are plenty of instances where have uploaded screenshots of sensitive data so having some control is necessary.
It's inconvenient I know, but for the time being it's for the best .
