FWIW, duplicating Serato control vinyl is a breach of copyright and not allowed.

But we can download the CD version, modify it, and burn as many copies as we want? I'm confused...

i think its if you make money off of duplicating vinyl (example: sicwax)

You can download the control signal and burn it to CD for personal use only. You cannot legally modify the audio file though.
People have all sorts of conspiratorial and crack pot theories as to why we don't allow personal creation of control vinyl records. But the fundamental reason is that they have to be manufactured to a very high standard to get good performance out of them.
Allowing crappy copies to be made would create a huge support burden for both Rane and Serato.
CD duplication, by contrast, is something that can be done reliably with a CD burner.

I think you can tell even by the occasional message in the help section of people having issues with burnt control disks, if people were pressing their own vinyl would create a heap of problems.

Fortunately, nobody owns the rights to a 1 kHz tone.
